Abstract

The book seeks to provide a general overview of local government across the European Union (EU). The purpose of this collective book is to present the basic and structural lines of local government, following the conceptual thread of self-government or local autonomy. Therefore, this book is designed primarily for those who wish to have a clear and synthetic presentation of the legal scheme governing local government in the present 27 EU member states. The perspective of the book is a legal one, although references are made, where needed, to historical or political factors, which will help the reader in understanding better the regulations in place within each country. The legal situation of local government in each of the current 27 member states of the EU is presented in a short, up-to-date and synthetic manner, thus providing a quick overview of the foremost elements in the legal scheme governing local authorities across Europe. Moreover, for each country sources of additional information (specialised bibliography, landmark court cases, useful internet resources) are provided for the reader who would like to go further in the study of this exciting subject. This is a comparative legal analysis whose geographical scope is limited to the EU.

Abstract (in Czech)

Kniha se usiluje poskytnout obecný přehled o místní správě v celé Evropské unii (EU). Účelem této kolektivní knihy je představit základní a strukturální linie místní správy v návaznosti na koncepci samosprávy nebo místní autonomie. Proto je tato kniha určena především těm, kteří chtějí jasnou a syntetickou prezentaci právního režimu místní správy v současných 27 členských státech EU. Perspektiva knihy je právní, i když jsou, v případě potřeby, uvedeny odkazy na historické nebo politické faktory, které pomohou čtenáři pochopit lépe právní úpravu v rámci každé země. Právní situace místní správy v každém ze současných 27 členských států EU je uvedena v stručným, up-to-data a syntetickým způsobem a tím poskytuje rychlý přehled nejvýznamnějších prvků v právním režimu místní správy v celé Evropě. Navíc, pro každou zemi jsou pro čtenáře, kteří by chtěli jít ještě dále ve studiu tohoto vzrušujícího tématu, uvedeny zdroje dalších informací (odborná literatura, mezní soudní případy, užitečné internetové zdroje). Jedná se o srovnávací právní analýzu, jejíž oblast působnosti je omezena na EU.
