One of the strongest points of the EU as an international actor in the current system of international relations is its position as a Normative Power. This term coined by Ian Manners to show the peculiarity of the EU as a global actor provides a theoretical basis for my thesis research aimed to verify this concept in the case study of South Caucasus states within Eastern Partnership. Normative Power concept describes EU as a purely value-driven entity functioning on the principles of political conditionality, thus becoming an important mechanism of promoting democratic principles in its neighborhood. However, such value based interaction and development requires commitment of all actors involved. Therefore, the principle of “carrot and stick” serves as a tool inspiring governments to adopt EU norms and regulations for tangible rewards in exchange. This mechanism worked out well during the EU enlargement process and therefore, has been implemented in regard to the neighborhood countries. My thesis is based on qualitative study combined with comparative analysis of several indicators which are ranked as top priority issues for achieving ENP goals in its normative dimension. These are the indicators of Freedom of Press, Corruption Perception index, Freedom index (civil liberties, political rights) for 3 South Caucasus States. The aim of the research is to find out, how the EU works as a normative actor in the case of the 3 ENP partner countries using the selected particular indicators. Additionally, I will try to explain various factors (institutional, political and geopolitical) which have a restraining impact on a proper functioning of the EU as a normative actor in the region.
