Abstract

This thesis examines the evolution of parliamentary discourse on Ukraine in the Polish Sejm after the Russian invasion of 2022. Using framing analysis of 3,587 speeches and discourse network analysis across two Sejm terms, it traces how an initial rally-effect consensus eroded over time. The aim of this thesis is to analyse the development and changes in the discourse of the representatives of Polish parliamentary parties on Ukraine in the period from the Russian invasion in February 2022 to the end of the first half of 2025. The research aims to trace the development of the discourse of the representatives of the relevant Polish parliamentary parties on Ukraine in the more than three years following the Russian invasion. 

In the immediate aftermath of the invasion, the theme of support for Ukraine and criticism of Russian aggression resonated more or less consistently in the discourse of representatives of the strongest Polish political parties, regardless of their governmental or opposition position and long-term ideological position. However, in the period under review there were significant international events concerning Ukraine. Not only with regard to the Polish support for Ukraine in the military conflict, but also with regard to other events concerning Ukraine's position within Europe, in relation to the EU or in relation to other major actors intervening in the conflict: The granting of candidate status to Ukraine and the start of negotiations on Ukraine's accession to the EU; the problem of importing agricultural commodities from Ukraine to the EU, posing a sensitive issue in the context of Polish agriculture; D. Trump's victory in the US presidential elections and the subsequent changes in US foreign policy. All these events have affected both Ukraine and Poland. In addition as a result of the parliamentary elections, the Law and Justice Party, which was the ruling party at the time of the invasion and immediately afterwards, was replaced in the government by the ideologically oppositional Civic Platform in 2023.

The thesis therefore focuses on the evolution, consistency and possible changes in the discourse of the leaders of the key Polish parliamentary parties in the period 2022-2025 concerning Ukraine. Based on the analysis of stenographic records of parliamentary debates available on the Sejm website, the research will focus on what topics were problematised by the representatives of Polish parliamentary parties in relation to Ukraine during this period and what the framing of Ukraine was with regard to these problematised topics. The thesis will use textual analysis methods combining quantitative and qualitative elements (keyword and topic frequency analysis, discourse analysis) to identify the main themes, rhetorical strategies and changes in discourse over time. The main research questions will focus on how the discourse regarding Ukraine has differed between political parties and what changes in discourse can be observed in relation to the above-mentioned events. The ideological profiling of political parties and their position as parties of government or opposition will also be important variables that will be taken into account in the analysis and its interpretation.
