This thesis will explore and compare the intelligence approaches of Turkey and Germany with a focus on counterterrorism efforts. The study will examine the relevant legal frameworks, institutional arrangements, and operational strategies that have evolved in both countries. The research may consider historical contexts, state-society relations, and how different political traditions influence intelligence priorities and constraints. Areas of investigation could include the development of legal boundaries for intelligence activities, mechanisms for oversight, and patterns of international cooperation.
