The aim of the thesis is to provide policy recommendations for combating corruption in post-conflict Ukraine. The Primary focus will be to identify problem areas within the Ukrainian system and analyse solutions found within prominent literature in order to develop the most effective policy proposals. The paper will evaluate the necessary actions for effectively addressing corruption and promoting transparency, accountability, and good governance in the post-conflict reconstruction of Ukraine by analysing the proposals with a SWOT analysis. The study will draw on existing literature on post-conflict reconstruction, with a specific emphasis on anti-corruption measures in similar environments. Data will be collected using a dynamic system due to the fluid nature of the conflict and the need for current and comprehensive information. The analysis will primarily use qualitative methods and a non-probability based sampling approach, with a focus on secondary sources of data, including reports from organizations such as the World Bank, the OECD, Transparency International and the European Commission, among others. The purpose of the case study derives from the uniqueness of the current Russia-Ukraine war and the hands-on foreign involvement in the post-conflict reconstruction of the Ukrainian state, as no other comparative cases are apparent. The case study will expand on existing corruption and post-conflict reconstruction literature in order to identify the main areas in need of policy proposals. The importance of corruption study in post-conflict environments is the impact it has on the development and rebuilding of state structures, as corruption limits growth, economic activity and the providing of effective public services, crucial aspects of a post-conflict reconstruction process. Ultimately, the thesis will provide a comprehensive assessment of the challenges and opportunities for addressing corruption in post-conflict Ukraine, and offer policy proposals for promoting sustainable and effective reconstruction that is devoid of corruption. Furthermore, the paper will include the perspective requirements for EU integration laid out by the European Commission and the Venice Committee, as a reference point for the quality of proposals and how much they breach the gap to EU membership.
