Zadání práce
The EU has for long provided structural development funds to the Bulgarian government to support the nation and improve the general standard of Bulgaria competitiveness. The EU Commission continues to monitor the improvement of Bulgaria’s combatting corruption, expressing the ever-present issue of corrupt actors in the Bulgarian system. Significant change within the State is caused by public outcry rather than a desire to develop or pressure from the institutions within the EU sphere that are designed to police such mismanagement. This has caused a rise in organized crime, lack of good public institutions, poor infrastructure, stalling economy, harsh conditions in both financial and standard of living terms for the population and an inability to live up to EU standards. All of which will eventually lead to Bulgaria becoming a failed state. The necessity to provide solutions and attempt to solve the issue is to have a well-functioning system, equal opportunity for all, state wide transparency, relief of financial pressure on the population and most importantly prevent Bulgaria of slipping into the categorization of a failed state, therefore, resulting in its expulsion from the EU ecosystem. The aim of the policy paper is to showcase corrupt practices in Bulgaria while providing solutions to resolve corruption and financial mismanagement in Bulgaria. The SWOT analysis will analyse some solutions/scenarios to solve this problem. Main sources will be existing policy papers, semi-structured interviews, EU reports, World Statistics on Corruption, and also a comparison of other states who have overcome systematic corruption.
