The Russian Outlook on Security Issues in Speeches at the Munich Security Conference between 2007 and 2018

Anotace

Tato práce se věnuje projevům ruských státníků na Mnichovské bezpečnostní konferenci mezi léty 2007 a 2018 včetně. Pomocí metodologie kritické diskurzivní analýzy odhaluje hlavní témata, kterým byla v těchto projevech věnována pozornost. V rámci těchto témat je následně diskutováno užití jednotlivých diskurzivních strategií. Takto formulovaná práce má za cíl odhalit, jakými způsoby ruští představitelé prezentují pozici Ruska ve vztahu k těmto tématům.

Abstract

This thesis is concerned with the speeches of Russian statesmen delivered at the Munich Security Conference between 2007 and 2018. Using the methodology of critical discourse analysis, the main topics of these speeches are identified. The individual discursive strategies employed in regards to these speeches are discussed afterwards. With this formulation, this thesis aims to reveal the means by which the Russian officials present Russia's relation with these topics.

Zadání práce
This diploma paper serves as a foundation for understanding the security dimension of the foreign policy of the Russian Federation. It analyses the speeches given by the president Vladimir Putin, the foreign minister Sergey Lavrov and the Prime Minister Dmitry Medvedev at the annual Munich Security Conference in the period between 2007 and 2018. The MSC is the world’s largest forum for discussing international security at the highest level of policy-makers, which has expanded from a German initiative to discuss security within NATO convening since 1963. After the end of the Cold War, Russia and other important actors have been invited as well, and Russia’s statesmen have used this event to discuss international security issues with their main partners and especially members of NATO. During the time examined in this paper, a change in the security priorities of Russia are discernable. In the earlier years, the OSCE was still being promoted as a viable alternative to NATO for the mutual security assurances for both the European countries and Russia, while later it was only discussed as a missed opportunity. The perceived tendencies towards NATO-centred unilateralism are most frequently viewed as the main threats to global security, and various evidence and arguments are presented throughout the years in scope. In the given period, two high-profile events on Russian borders with alleged involvement of Russian forces have drawn widespread criticism of the international community – the war in Georgia in 2008 and in Ukraine in 2014. These events are naturally also discussed in the speeches and their description and justification of actions also speak volumes on the outlook on Russian national security of its government. A thorough examination of these speeches allow the reader to draw conclusions on what are the main concerns of Russia, who do the Russian leaders view as strategic partners and what do they believe are the most pressing threats to their national security.
