As members of the EU, the Visegrad group enjoys EUs regulative framework on energy policies, with some directives articulate the setbacks of energy poverty. However, the formulated energy policies on the supranational level are relatively mainstream, and there is a clear geographic distribution of energy poverty within the union. The post-communist countries in Central and Eastern Europe suffer from a higher domestic energy poverty level than the Western and Northern parts of the EU. Given the geographical and social-economical differences in the EU, some policies are best developed and implemented on a regional basis. Multilateral, regional agreements within the EU’s supranational framework have previously been proved successful. Comparable cultural, historical, geographical, and other similarities give regions a coherent and firm voice in developing policies on the EU level. The Visegrad group was established to enhance cooperation among its four Member States in multiple areas. Since 2010, the Visegrad group have an outspoken interest in the mutual development of their energy sectors. This is formulated in the Declaration of the Budapest V4+ Energy Security Summit. However, the cooperation has stalled, and further internal pressure is needed. One must ask whether there are areas for partnership among the Visegrad Group in the energy realm and whether, in certain areas, more accurate policies can be developed and implemented compared to the larger EU level. The aim of the thesis is to examine the possibilities for cooperation among the Visegrad countries to tackle energy poverty. Does this area prove to be suitable for regional partnership? If so, what are the specific areas for cooperation? What expected effect may they have on alleviating the problem? To answer these questions, a three-level analysis is presupposed: 1) Socio-spatial occurrence of energy poverty within each of the Visegrad countries; 2) Country specificities on energy poverty; 3) Current national energy policies which directly or indirectly tackles the issue.
