Course objectives
The course builds on the knowledge gained in Economics of Social Development and Fundamentals of Social Policy. It explains value premises, functions and principles of public and social policy, explores its content, tools, legislation and organisation. It covers social security (social insurance, support, aid), family policy and housing in more detail.
Course objectives involve:
- presenting current trends in public and social policy,
- analyzing current problems of public and social policy,
- teaching students autonomous analysis of the problems.
Syllabus
  • Structure of the course:
  • 1. Introduction (structure of the course). Public policy - introduction, models and analysis. (Review of the theory of bureaucracy)
  • 2. Social policy (SP) - relation between social and economic policy, SP as theory and practice, subjects and tools of the SP. Welfare state (development, forms and models), crisis of the welfare state. Branches of SP
  • 3. Old-age pension scheme – I.
  • 4. Old-age pension scheme – II.
  • 5. Subjects and implementation of the public policy
  • 6. Family policy, state social support (direct and indirect support for families with children)
  • 7. Social aid - life minimum, social services, necessity of social aid
  • 8. Health policy - approaches, current trends
  • 9. Educational policy
  • 10. Housing policy
  • 11. Issue of social exclusion. Issues of social policy in the Czech Republic and EU. Future trends in social policy
  • 12. Political parties as key players of the formation and implementation of ideas of the public and social policies. Economic and political aspects

Assessment methods
The course is concluded with an oral exam. Students are eligible to take the oral exam provided that they fulfill given conditions:
- elaborating and presenting a seminar paper,
- passing two tests successfully (a midterm and a final test; a test is regarded as successful if at least 60% of answers are correct).
Important information! If students commit a prohibited act, such as using various forbidden tools, cribbing, taking out any part of the exam or any other cheating, the teacher is allowed to interrupt an exam and to grade a student with F, FF or FFF according to the seriousness of the offence. The mentioned procedure relates to all the activities that are included in the final evaluation of the course (seminar work, essays, tests etc.).
