Course objectives
The course provides a more detailed interpretation of the part of economics which is dealt with by Samuelson in the sixth chapter of his most significant work Economics (Svoboda, 1991), i.e. the interpretation of market and government failures. The theory of goods and theory of needs are surveyed in detail in relation to the functions and structure of the public sector. The course also focuses on the issues of public sector efficiency, searching its optimum size, structure and functioning. Special attention is paid to the theories of public choice and public audit. The course is rounded out by an analysis of public sector s function in the national economy and in solving the integration processes and global problems of the world. The whole conception of the course is logical and historical, i.e. based on the logic of the history of national economy and history of economic theories.
