The course is designed for second year Bachelor’s students of combined studies in the Public Economics and Administration field of study.

Course objectives
Main objectives of the course include the following:
- understanding the specificity of the public policy and its connections with public economics,
- being able to analyze consequences of the policy and predict (or evaluate) the impact of the policy,
- learning the tools of policy marketing,
- understanding why lobbying is part of policy life and what consequences lobbying has for policy-making and implementation.
Syllabus
  • Tutorials are divided into four blocks:
  • 1. Public policy - models and tool for analysis; the analysis of one of current Czech public policies (case study),
  • 2. Theory of the state and theory of bureaucracy; Actors and implementation of the policy,
  • 3. Policy marketing - introduction; methods of analysis of policy market; Economy of political parties (case study); the analysis of selected political party program (team work),
  • 4. Lobbying, Project and aim settings; preparation of lobbying strategy (team work).

Assessment methods
The course takes the form of a lecture. The lecture (16 hours) is divided into four parts. The main emphasis is laid on self-study. The course is concluded with an oral exam. Students are eligible to take the oral exam provided that they fulfill given conditions:
1. they hand in a seminar paper in a given extent and structure within the obligatory date,
2. they prepare a summary (in Czech) of a paper related to the topic of the course and written in English,
3. they pass an (on-line) test in the IS MU successfully during an obligatory period (a test is regarded as successful if at least 60% of answers are correct).
Important information! If students commit a prohibited act, such as using various forbidden tools, cribbing, taking out any part of the exam or any other cheating, the teacher is allowed to interrupt an exam and to grade a student with F, FF or FFF according to the seriousness of the offence. The mentioned procedure relates to all the activities that are included in the final evaluation of the course (seminar work, essays, tests etc.).
