- Course objectives
- This course is based on the knowledge attained in the Public Economics course. It also takes into account the content of the parallel Public Finance course. Gaining the up-to-date data concerning the financing and management of particular public sector industries is emphasized.
The course is divided into two parts: the cross-sectional one and another one focused on the particular industries.
At the end of the first part, students should be able to:
- analyze in depth the major causes of the existence of both the public sector as a whole and its separate parts
- express alternative concepts of the effectiveness of the public sector and its structural changes
- understand and apply the core principles of the public procurement
- formulate the results of the public choice utilizing (resp. its concrete mechanisms)
The students should primarily be able to interpret concrete basic economic categories of the public sector, such as the output, costs, price, remuneration, motivation, investment, innovation, including their application to the entire non-profit sector.
The second part of the course focuses on the economy and management of the main public sector industries. The comparison with the EU countries is assumed. Students will understand the principles of the particular industries performing, as well as the principles of the public service provision. - Syllabus
- The introduction of the course expects the students to take an entrance test examining their knowledge of public economics, macro- and microeconomics, public sector history, public goods theory, etc. The content of the course is divided into two parts, the cross-sectional one and another one, focused on the particular industries. The structure of the course is as follows:
- - Cross-sectional topics: The management tools applicable within the public sector, such as public procurement, the project evaluation, crisis management, etc.

- Teaching methods
- The lessons consist of the presentations of selected public sector branches, case studies of the selected industries, class discussions and individual consultations. Homework and seminary works are demanded. Presentations by professionals in the sectors are also being utilized.
- Assessment methods
- The course is concluded with an oral exam. Students are eligible to take the oral exam provided that they fulfill given conditions:
Write and present a seminar paper.
Before admission to the oral exam, students have to pass midterm and the final tests.
If students commit a prohibited act, such as using various forbidden tools, cribbing, taking out any part of the exam or any other cheating, the teacher is allowed to interrupt an exam and to grade a student with F, FF or FFF according to the seriousness of the offence. The mentioned procedure relates to all the activities that are included in the final evaluation of the course (seminar work, essays, tests etc.). - Language of instruction
