Course objectives
The course focuses on acquiring knowledge and practical skills in project-oriented management within public administration, with particular emphasis on local and regional self-government. Students will become familiar with the principles of decision-making and project management, processes of strategic planning, and methods for preparing and implementing development initiatives in municipalities and regions. The course also addresses the coordination of stakeholders, risk management, the use of modern managerial tools, and public participation. Attention is further devoted to methods of project monitoring and evaluation, especially in relation to financial control, efficiency, and transparency in the use of public resources.
Learning outcomes
At the end of this course the student will be able to: • define the essence and functions of project-oriented management in public administration and explain its significance for the development of local and regional self-government; • understand the principles of decision-making and strategic planning in the context of public institutions and territorial authorities; • apply fundamental methods of preparing, implementing, and evaluating public projects with an emphasis on efficiency, economy, and sustainability; • participate in the preparation and implementation of public procurement, including the identification of risks and problematic areas; • navigate the management of human, financial, and material resources in the implementation of projects and processes within territorial administration; • understand the principles of monitoring and controlling public projects and procurements, including financial control and transparency in the use of public resources.

Teaching methods
Lectures combined with seminar sessions;
Discussion of chosen issues; discussion of selected papers; own propositions for improvement; Individually prepared seminar project regarding chosen issue
Assessment methods
The seminar project is a part of the assessment. The exam has the written form. To pass the exam, students must reach at least 60 % of the total score. There are no attendance requirements for students who are on an Erasmus stay abroad. The condition for taking the exam is processing a seminar paper. Regarding the assignment of the seminar work, and possibly other information, students should contact the guarantor at the beginning of the semester.
