Course objectives
Administrative Science represents a social scientific discipline that focuses on public administration and its rationality and that tries to improve public administration efficiency, economcy, effectiveness and democratization.

The main objective of the course is to introduce the most important current trends of administrative science and not to omit the current form of the Czech administrative system at the same time.

After passing the course, students should:
- be able to define administrative science, its object and methods;
- know the specifics of public administration which have to be taken into account in public management;
- improve knowledge of public administration reform trends in Western European countries as well as in the Czech Republic;
- understand the principles of organization and main trends of the organization theory, including the intergovernmental aspects of communication in public administration;
- understand the role and instruments of regulatory reform and related projects of administrative simplification;
- be aware of and apply criteria of public administration evaluation as well as of their mutual relationships;
- improve knowledge of e-government and understand the methods which are currently used for evaluation of e-government.

  • 1) Administrative science - its focus and methods
  • 2) Public administration reform and public management - trends abroad and in the Czech Republic
  • 3) Organizational theory and system of public administration - intergovernmentalism and communication in public administration
  • 4) Regulatory reform and projects of administrative simplification
  • 5) Criteria of public administration evaluation and quality in public administration
  • 6) e-Government and current trends of its evaluation

Teaching methods
Lectures, class discussion in seminars, application in projects (which are individual or group according to number of students in the course).
Assessment methods
In order to pass the subject, students are required to:
1. elaborate and present a final essay on a selected topic within the prescribed quality framework within the prescribed deadline;
2. pass the final exam which has an oral form.

If students commit a prohibited act, such as using various forbidden tools, cribbing, taking out any part of the exam or any other cheating, the teacher is allowed to interrupt an exam and to grade a student with F, FF or FFF according to the seriousness of the offence. The mentioned procedure relates to all the activities that are included in the final evaluation of the course (seminar work, essays, tests etc.).
