STUDENT PROFILE Students with an international and/or European outlook who are interested in the major developments that have taken place 1)in the external relations as well as the foreign policies of the European Union towards the Middle East and the Mediterranean since the 1970s and 2) in the foreign policies of Israel since its creation in 1948 .

Course objectives (in Czech)
INTRODUCTION The course provides the student with tools to grasp the profound reasons for, as well as implications derived from the complex relations prevailing between Europe and Israel since the creation after 1945 of pan-European integration projects first and foremost the European Economic Community in 1958, but also the OEEC in 1948 and EFTA in 1959. But in order to better understand these relations, students will be introduced when needed to the economics of European economic integration, with a special emphasis on Euro-med relations. The special place that the development of the Israeli-Palestinian conflict has in the state of bilateral Israel-EU relations and in the EU’s foreign policy will also be addressed. Since Israel has recently joined the OECD (the successor organization of the OEEC) and the Union for the Mediterranean, its relations with these two IOs will also be reviewed for comparative purposes. OBJECTIVES Students taking this course should after successful completion of the requirements be able to understand the current policy debates taking place on the one hand in Israel as well as among the member states of the EU and in the EU Commission regarding the future of Israel-EU relations . However, this course, having a global outlook, will deal as well with the perspective from the US and the Arab world about the former. A particular emphasis of the course will be on recent issues affecting those relations such as the rules of origin, the settlements, energy developments in the Eastern Mediterranean and the euro crisis.

  • CONTENTS - Mapping European economic and political integration since the 1950s - Main developments in the Israeli political economy - Some tools to analyze the effects of EU’s preferential agreements with non-members - Evolution of institutional relations of the EU with Mediterranean non-members - A chronology of Israel-EU relations - Impact of internal EU developments on Israel(e.g. the Internal market; the euro crisis) - Impact of the successive EU enlargements on Israel (e.g. the 2004 enlargement) - Normative Power Europe , the Middle East and Israel - Impact of the Arab Spring on EU-Israel relations - Separate treatment of the Open Sky agreement between Israel and the EU - Israel and the OECD - Israel and the UfM - Models of future development of relations between Europe and Israel Course participants will be required to read the materials assigned for each session, to engage in discussion and to be able to ask relevant questions.
Teaching methods (in Czech)
METHODOLOGY Class discussions and frontal teaching. Course participants will receive a selected reading list based on the biblio attached below and additional sources of information (e.g. press, statistical data, official and classified reports).Students are expected to attend all sessions, participate in group assignments and discussions, and draft an essay on a subject agreed upon between the student and the teacher of the course.
Assessment methods (in Czech)
EVALUATION The grading for the course will be based on three main criteria: 1) Performance in class; 2) Team assignment and 3) Quality of the essay Course participants will be required to read the materials assigned for each session, to engage in discussion and to be able to ask relevant questions.
