Course objectives
The aim of the course is to deepen the knowledge acquired in previous studies in courses focused on procedural matters in the field of public administration, or its individual sectors (including environmental and financial administration) or sections, including judicial review of relevant public administration outputs, or illegal inaction. The student will be provided with the necessary consultations to be able to prepare the part of the dissertation dealing with the procedural aspects of its focus with a good understanding of the theoretical background of public administration procedures, their constitutional and European foundations and context, and with a good orientation in the current development of knowledge, as well as legislation and case law in the relevant areas. Furthermore, the aim is to acquire such knowledge and expertise that will enable the dissertation to include a section dealing with challenging theoretical issues, either of a directly procedural nature, or which also include a procedural dimension or context.
Learning outcomes
After completing the course, the student will have a detailed knowledge of the topic necessary for further study and research in the field of his/her dissertation and will be able to: - Identify areas of focus of the dissertation that have a basis or overlap with the field of administrative processes and judicial review related to the performance of public administration; - identify areas in his/her dissertation that intersect with the application of procedural forms of public administration or judicial review; - identify and describe current domestic and foreign trends in the area of the dissertation; - to prepare a comprehensive part of the dissertation, where he/she evaluates or critically analyses the procedural aspects of public administration, or also the application of judicial review in relation to the focus of the thesis; - develop a coherent part of the dissertation, where there is a link between the procedural aspects or context of public administration and the topic of the thesis.
Syllabus
  • The specific focus of the course may vary depending on the topic of the dissertation. Therefore, the specific content will always be specified within the ISP by agreement between the supervisor and the student so that the content framework is directed towards writing a quality part of the dissertation in the parts focused on procedural aspects or the context of public administration. Evaluation of performance will be the responsibility of the supervisor who will award the grade. However, it is expected that the student will consult the material with other representatives of the disciplines and areas concerned. The curriculum may consist, for example, of the following headings: - The link between the dissertation topic and the procedural aspects of the field under study; - the impact of legal regulation on the procedural aspects of the subject under study; - general principles (procedural principles, principles of good administration) operating in the field of decision-making processes in public administration and their context, or influence on the area of the topic of the dissertation under study; - etc.

Teaching methods
The basic teaching method is individual consultations, both with the supervisor and with other departmental staff and experts working in the field of the dissertation.
Assessment methods
The evaluation is commissioned by the sponsor on the basis of the fulfilment of the pre-agreed content set out in the ISP. Usually, it will be the elaboration of a comprehensive part of the dissertation dealing with the examined material from the procedural aspects or in a broader procedural context.
