- The aim of the course is to provide students with a systematic overview of the legal regulation of valuation of immovable property for the needs of public administration: administrative authorities and entities dealing with immovable property.
- Learning outcomes
- At the end of the course, the student will be able to work with the sources of law, to choose the appropriate form of valuation, to formulate a expert question and to critically assess the basic correctness of a valuation made by an expert opinion or other form.
- Syllabus
- 1. The legal framework for valuation of immovable property and rights thereto: sources of legislation, overview of prices, forms of valuation and valuation requirements 2. Basic principles of determining the market value of immovable property and the requirements of the law for determining the market value 3. Valuation of easements established in the public interest (utilities, roads, spillways, etc.) 4. Specifics of the valuation of immovable property in administrative proceedings and in the acquisition and disposal of immovable property by the public administration 5. Valuation for determining compensation for deprivation or restriction of property rights 6. Formal requirements for valuation and valuation assessment by a public administration official

- Teaching methods
- Lectures: 6 lectures in total. The lectures are interactive. The theoretical interpretation of relevant regulations will be inseparably linked to the analysis of relevant decision-making practice and thoroughly demonstrated through practical and model examples using publicly available resources (price maps, land registry, planning documentation, photographs). Self-study. E-learning is provided with an interactive curriculum, supporting materials in electronic form and links to various publicly available resources in electronic form.
