At the beginning of 2015, the EC introduced a communication called the “Energy Union Package. A Framework Strategy for a Resilient Energy Union with a Forward-Looking
Climate Change Policy” (EC, 2015). In general, it represents a vision for a European energy system, which unites all three of the existing energy aims – security of supply, sustainability, and competitiveness. According to the EC, achieving the vision will require a fundamental transformation of Europe's energy system’ including the new form of energy governance in the EU.
According to article 194 TFEU of the Lisbon Treaty, the EU still lacks specific energy competences with respect to the national policy mix. Nevertheless, the most recent
relevant legislation act, “Clean and Secure Energy for All Europeans” (November 2016, known as “winter package”) will challenge the existing rules. The package has the ambition to find a governance model to push member states in the direction of more ambitious and more coordinated energy policies.
Thus, the topics of our seminar are obvious:
- overview of the EU's energy policy and governance
- analyses of Energy Union governance
- discussion about the current and future challenges connected to Europe's transition towards a decarbonised energy system
HW:
Suggest at least three main obstacles to be overcome for swift energy transition in your country.
