Cíle předmětu
This course is designed to broaden and deepen students’ knowledge about public administration in Europe. Its goal is to develop understanding of public administration theory, concepts and comparative practice with an emphasis on important dimensions of policy formulation and implementation. The first part of the course, conducted in form of lectures, will cover topics such as major theories of public organizations and management, the role of bureaucracy in policy process, the relationship between politics and administration; Europeanization of public policy as well as the questions of administrative accountability and effectiveness. The second part of the course is organized as a set of seminars devoted to particular administrative models in Europe. It will provide students with general comprehension of the comparative practice of public administration in Europe as well as its today’s challenges. On the basis of the assigned literature, students will prepare presentations using selected country-studies as examples, followed by in-class discussion. Students will also focus on practical challenges to modern Public Administration.

Theories of Public Administration: Institutional theory; New institutionalism and its strands; Public choice theory; Principal-agent problem; Policy networks approach. 3. Bureaucracy. From Government to Governance: The concept of governance and multi-level governance. “Good Governance” and its application in Public Administration. 5. Metody hodnocení
Upon completion of the course the student will: Be able to explain and distinguish between the theories relevant to the field of public administration. Demonstrate knowledge of the history, scope, and environment of public administration in Europe. Be able to define and distinguish among the basic administrative concepts and processes. Be able to identify and describe the different administrative models and traditions in Europe. Be able to describe and explain the activities and functions of public institutions in the EU. Be able to identify and explain the importance of ethics and accountability in public organizations. Present in a compound form (e.g. a response paper, report, essay) an analysis of the selected aspect related to functioning of European public administration. Will be able to prepare a short oral presentation in English on an agreed research topic. The final grade consists of the following elements: Seminars: • class participation and reading – 60 % • oral in-class presentation on the assigned topic - 40 % Students are expected to make a 15 min presentation on one of the case studies or practical problems of PA covered by the workshop. Lectures: • written exam based on the content of lectures & seminars
