If we looking for an alternative Salamon-Anheier Social origins Theory, for methodology we find it in the article by Wagner (2000), Reframing "Social Origins" Theory: The Structural Transformation of the Public Sphere. Wagner introduces an alternative concept based on historical and institutional analysis of intersectoral dynamics and structural changes. Wagner tries to reformulate social origins theory in such a way that its shortcomings are eliminated; mainly its ahistorical character and the lack of respect for changes, which take place in the public space. He Introduces a new variable, so-called elasticity of institutional changes, that is the relation between percentage change of nonprofit providers and government providers. The authors apply this variable to the Czech environment and examine the size of the nonprofit sector depends on public expenditure in general, in individual fields as well as during the recession of 2008-2009. Established facts can may help to clarify the role of public support and its actual effect on the functioning of the nonprofit sector. The authors intent to contribute to the discussion about the significance of public support and base their contribution on exact statistical data.

Wagner ve stati Reframing „Social Origins“ Theory: The Structural Transformation of the Public Sphere představuje alternativu Salamon-Anheierovy social origins theory alternativní koncept na základě historické a institucionální analýzy mezisektorové dynamiky a strukturálních změn. , nalézáme ji po metodologické stránce, Wagner se snaží reformulovat social origins theory tak, aby byly eliminovány její slabé stránky, zejména její ahistorický charakter a nerespektování změn, ve kterých ve veřejném prostoru dochází. Zavádí proměnnou tzv. elasticity institucionálních změn, tedy vztah mezi procentní změnou neziskových poskytovatelů a poskytovatelů vládních. Autoři aplikují tuto proměnnou na české prostředí a zkoumají závislost velikosti neziskového sektoru na veřejných výdajích obecně, v jednotlivých oborech a také v období recese 2008-2009. Vycházejí přitom z časových řad založených na datech národních účtů a satelitního účtu neziskových institucí. Zjištěné skutečnosti mohou pomoci objasnit roli veřejné podpory a její faktický dopad na fungování neziskového sektoru. Autoři tak chtějí přispět k debatě o významu veřejné podpory, a to na základě přesných statistických dat.
