In times of crisis, the professional public increasingly emerges discussion on the use of financial instruments for the management of public finances. The article focuses on linking the two most important instruments for financial management systems, which are available. The first instrument is the budget or the budget outlook, which represent the basic plan of income and expenditure ex ante. The second tool is the accounting which shows the financial position of an entity ex post.
