Our paper follows the text used for IRSPM 2012 dealing with the impact of the quality of contract management on results from contracting and outsourcing. Our research indicates that the quality of contract management is very low in our conditions, also because of the procurement processes. Our goal in this paper is to focus on evaluation of specific factors, limiting the chance for successful procurement for externalisation (but also procurement in general sense) – corruption, legalism and “bureaucratic safety”. This kind of research is really rare and we hope that our results will add to the existing knowledge.
