Anotace
Public administration institutions have different ways and tools for evaluating their policy. One of these tools may be microsimulation model (hereafter, MSM) which has broader usage than just for the research purposes. MSMs are tools that can answer such questions as: What impact will option A and option B have on a reform’s monitored entities (e.g. public finance)? What impact will the implementation of certain measures have on specific groups (e.g. high-risk groups such as pensioners, families with children, low-income households, etc.)? What is the degree of redistribution in the system? MSMs have the ability to assess both ex ante and ex post impacts. In this paper, we briefly describe this tool and discuss the advantages and limits of using them for policy makers’evaluations. We compare the usage of MSMs within the European Union. Using a multi-level search, we identified 170 models used in the EU, and ascertained that Germany and the United Kingdom are the countries which most frequently use them (20 and 15 MSMs, respectively). Then we sorted the identified MSMs by their type, authors, users and policy coverage. A more elaborate specification of MSMs will be made for the Czech Republic.
