The introductory chapter and research framework of this book present the main themes of the publication, which explores the tension between the deepening of European integration and the sovereign equality of EU Member States. It addresses the core question of whether further integration can proceed without undermining this equality and establishes the theoretical, institutional, and legal foundations for the analysis. It highlights that formal equality between states does not necessarily lead to equality in practice, primarily due to differing economic, administrative, and legal traditions among countries.
