Abstract

Since the early 1990s, due to increasing immigration to the Czech Republic, a middleman system has been established in order to organize (irregular) labor of migrants mostly from Ukraine. Due to its extent, the breadth of activities involved and interconnection with Mafia structures, this system is relatively specific and plays a significant role within the labor migration environment. With respect to the fact that the middlemen and the migrant workers are mostly from Ukraine, we regard the entire system as a type of ethnic economy. This system has two hierarchic levels, the first of which deals with the procurement of irregular migrant labor. The second level is based on the relations between middlemen and organized crime. The paper tries to explain the causes for the establishment of the middleman system of labor organization, to describe its operation, and the roles and mutual links among individual actors.

Abstract (in Czech)

Na počátku devadesátých let se v České republice ustavil systém zprostředkování práce se zaměřením na organizování neregulérního zaměstnávání migrujících Ukrajinců. Tento systém zprostředkování hraje v prostředí ukrajinské pracovní migrace velkou roli a zároveň je velmi specifický díky šíři aktivit, které zajišťuje a i díky propojení s organizovaným zločinem. Z toho důvodu, že většina participujících migrantů a prostředníků pochází z Ukrajiny, chápeme tento systém jako formu etnické ekonomiky. Popisovaný systém má dvě úrovně, první je založen na zprostředkování neregulérní práce, druhý je založen na vztazích prostředníků a organizovaného zločinu. Článek se snaží vysvětlit příčiny, proč se tento systém ustavil, popisuje to, jak funguje a vysvětluje role a propojení mezi jednotlivými typy aktérů.
