The thesis focuses on improving the transition and handover process between project delivery and IT service operations. Although project management frameworks (e.g., PMBOK, PRINCE2) emphasize change control and ITIL focuses on change enablement, their separation often causes operational inefficiencies. The study will analyze the gaps between these methodologies and identify transition challenges, such as poor knowledge sharing, unstable releases, a lack of classification criteria for changes, and hidden post-implementation costs.

The objective is to develop a unified framework that aligns project and service change governance to ensure smoother service transitions, better operational stability, and improved value realization. The proposed framework will be partially verified in practice within an organizational environment, using indicators such as post-release incident rate, change success rate, SLA compliance, and transition cost efficiency.
