Course objectives
Students are introduced to the concept of governance and related concepts that have been historically developed within particular sub-disciplines of policy in the sphere of public and private sector (good governance, corporate governance, multi-level governance, and network governance) . Special emphasis will be given to the knowledge and ability to analyze the manifestations of different modes of governance of public and social policies that have been arisen during the historical development of public sector reforms (traditional administration, new public management, post-new public management, neo-Weberian state, new public governance). Students should orient in ways of policy making and implementation of partial public and social policies and in ways of their analysis, with an emphasis on the interconnection between the public and the civil sector.
Learning outcomes
Students acquire the expertise to understand and solve practical problems related to the governance of particular public and social policies and delivery of final services within it. They are able to identify key factors, mechanisms and processes that influence the formation, process and mode of governance of specific policy measures. This ability is proven by the elaboration of a seminar paper that has a research character.

  • Block A History and theoretical approaches, principles and perspectives of the concept of governance: 1. History of the concept of governance: different ways of defining and viewing the concept of governance. 2. Principles and perspectives of governance exploration (global perspective, meta-governance and public management, innovation, governability) Block B Ways of governance of Current Public and Social Policies and Subsections of Their Exploration: 3. Traditional Administration, New Public Management, Post-New Public Management, the Neo-Weberian State, New Public Governance. 4. Governance as an interorganizational relationships. 5. Governance as contractual relationships. 6. Governance as interorganizational networks. 7. Governance as political networks. Teaching methods
Specific themes are presented in a form of professional lectures. Students discuss individual themes and findings from the literature in the seminars. Participation on lectures and seminars, pass two proofs likewise the homework are the preconditions for the course graduation.
Assessment methods
Students read prescribed literature continuously, write test in half session and take an exam consisting from written and oral part at the end of the course.
