Course objectives

The course (interpretation in the lectures is based especially on works by F. Lehner/ U. Widmaier, W. Ismayr, M. G. Schmidt, J. E. Lane/S. Ersson) is focused on the description of institutional stuctures and procesual aspects (dimension polity, politics) of contemporary political systems in so called western democracies (EU states + Switzerland, Norway, Canada, Australia, Israel) and on the presentation of basic theoretical models (parliamentary, presidential and direct democracy, concurrent and concordant democracy, majoritarian and consensual democracy etc.).

• 1. Introduction 2. Basic types of political systems: parliamentary democracy (example: G. B., FRG, Italy) 3. Basic types of political systems: presidential (example: USA) and semipresidential political systems (example: France); direct democracy (example: Switzerland) 4. Comparison of West European political systems: constitutional system, heads of states, governments and their organization 5. Comparison of West European political systems: parliaments, elements of direct democracy, electoral systems 6. Seminar: Comparison of selected political systems - basic characteristic of selected countries, constitutional systems, constitutional courts 7. Seminar: Comparison of selected political systems - heads of states and their role in political system 8. Seminar: Comparison of selected political systems - parliaments and electoral systems 9. Reading week 10. Seminar: Comparison of selected political systems - governments and state administartion systems 11. Seminar: Comparison of selected political systems - regional organization 12. Theoretical approaches: Parliamentary and presidential democracy 13. Theoretical approaches: Concurrent and concordant democracy, majoritarian and consensual democracy
