Course objectives
The purpose of this course is to provide students with details on the legal regulation of EU internal market and different common policies (competition, tax law, consumer protection, external trade relations etc.), including former second and third EU pillars. Particular attention is paid to the constitutional development (Lisbon Treaty). At the end of the course student will be able to orientate well in the legal regulation of EU activities in different areas.
Learning outcomes
Upon successful completion of this course, the student will be able to:
Knowledge and Understanding:
Explain the historical development of European integration and its influence on the formation of the current European Union and its legal order.
Identify and describe the institutional framework of the European Union, including the powers, composition, and mutual relations of its key institutions (in particular the European Council, the Council of the EU, the European Commission, the European Parliament, and the Court of Justice of the EU).
Characterise the system of sources of European Union law, distinguish between primary and secondary law, and describe their hierarchy and legal force.
Analyse the fundamental principles and characteristic features of EU law, in particular the principles of primacy, direct effect, indirect effect, and Member State liability for damages caused by a breach of EU law.
Describe the system of judicial protection in the European Union, including the various types of proceedings before the Court of Justice of the EU and the significance of the preliminary ruling procedure for ensuring the uniform application of EU law.
Demonstrate a foundational understanding of the core substantive areas of the internal market, particularly the free movement of goods, persons, services, and capital.
Explain the relationship between European Union law and the national law of the Member States, including the mechanisms for the implementation and application of EU law in the Czech Republic.
Skills and Competencies:
Apply theoretical knowledge of EU law to solve simple case studies.
Find and interpret relevant sources of EU law, including regulations, directives, and the case-law of the Court of Justice of the EU.
Analyse judgments of the Court of Justice of the EU and assess their impact on the EU and national legal orders.
Argue using correct legal terminology in relation to the fundamental institutes and principles of European Union law.
Evaluate the constitutional and legal implications of the Czech Republic's membership in the European Union.

Teaching methods
class discussion, homeworks, reading of court cases.
Assessment methods
Formative assessment (ongoing, not included in the grade)

The aim is to provide students with feedback during the semester, motivate them to participate actively, and guide their preparation. Formative elements form the basis for the approach to the exam.

Methods used:
Working with the case law of the Court of Justice of the European Union
- Analysis of selected judgments as part of self-study
- Focus on the facts of the case, legal issues, arguments, and implications of the decision.
- Feedback from the instructor and discussion in the seminar.

Reflective journals using the 3-2-1 method
- Students submit two voluntary short reflective journals (approx. half a page of text) during the semester.
Structure:
- 3 things they have learned or find meaningful,
- 2 questions that remain,
- 1 aspect they consider most important for their further studies. The journals promote self-reflection, ongoing orientation in their studies, and provide the instructor with feedback on student needs.
Peer review
Two seminar papers by colleagues are reviewed.
Critical evaluation of the content and form of the seminar paper. Ability to recognize one's own shortcomings.

Summative assessment (final, counts towards the grade)

Summative assessment takes the form of an oral exam, which has two components:
1. Seminar paper defense
Students submit a seminar paper (3–5 standard pages) on a chosen topic.
Assessment criteria: clarity and structure of argumentation, correct use of case law and EU legal sources, formal level.
The defense tests the student's ability to present and defend their conclusions.
2. Answer to a randomly selected question
The questions cover the basic institutional framework and substantive EU law, sources of law, and case law of the Court of Justice of the European Union.
The aim is to test the student's comprehensive understanding of the basic principles of EU law and their ability to apply them.
Weighting of individual parts:
Seminar paper defense: 50%
Answer to a randomly selected question: 50%
