- Anotace
- The aim of the course is to introduce to the key concepts and topics of public administration theory and discuss selected topics with regards to their developments (including the developments in home countries students).
- Výstupy z učení
- The aim of this course is to introduce students to the main concepts and topics of public administration theory and outline and discuss developments in selected areas (also with the use of information on developments in students' home countries).
After passing the course students:
- will be aware and will understand basic concepts of public administration theory;
- will be aware and will understand role of the State and various models of its organization and government regimes and systems and how this may impact public administration;
- will now key models of public administration reforms and will be able to explain their main ideas, instruments, positives and shortcomings;
- will understand and will be able to explain role of individual components of public administration systems and their relations;
- will understand and will be able to explain and discuss the potential of e-gov, its developments as well as barriers to its diffusion and implementation;
- will be aware of existing models of civil service and their real-world advantages and disadvantages;
- will understand the complexity of accountability and control in PA and will be able to explain and discuss situation in their home countries;
- will understand the concept of ethics and ethical behaviour in PA and be able to discuss potential of related instruments. - Klíčová témata
- The following topics are expected in the course:
- 0) Inroduction to the the course organization and its requirements
- 1) Introduction to public administration theory, related schools etc.
- 2) State power and its organization, government regimes
- 3) Administrative reforms and their topics and challenges
- 4) PA systems and their components
- 5) Digitalizing public administration - trends, practices, challenges
- 6) Civil service
- 7) Accountability and control
- 8) Ethics and public administration
- Some of the topics will be divided into two lectures. A new topic may be added (based on discussion with students, a visit of a recognized extert etc.).

- In the course no special book is used due to heterogeneity of countries from which the students are coming. Students are recommended studying materials for individual topics in the instructions prepared for individual topics and published in IS.MUNI.

- Přístupy, postupy a metody používané ve výuce
- The course combines lectures and seminars. Topics are outlined by a teacher and this is usually followed by a group discussion or presentation or discussion of a (individua or group) projects. For each meeting an instruction is available to students, outlining aims and compulsory and recommended literature.
Course organization and requirements are specified in the beginning of the semester in the studying plan that is also made available to students in the course materials in IS.MUNI.
In the case a student is attending an internship abroad, he/she should contact a course guarantor as soon as possible in order to find out about requirements for passing the course etc. - Způsob ověření výstupů z učení a požadavky na ukončení
- In order to pass the subject, students will be required to:
- prepare and present a group / an individual presentation on a given topic;
- prepare for individual meetings based on instructions introduced by lecturers;
- pass a test / an oral exam (the method of final examination will be specified at the beginning of the course and will also depend on the number of students in the course).
Course organization and requirements will specified in the beginning of the semester in the studying plan that is also made available to students in the course materials in IS.MUNI. - Náhradní absolvování
- In the case a student is attending an internship abroad, he/she can pass the course. The course requirements will combine a preparation of a project and a final exam (its format will follow a format applied for regular students of the course).
