  • 1) Integrated Research in Disaster Risk: Linking Policy and Practice (with special highlights for FORIN - A new case study methodology for integrated research). 2) Emergency Management in China and the Zhouqu Landslide Example. Anotace přednášek: Ad1. Why is it that, despite the marked growth over recent decades in our knowledge and understanding of natural hazards, losses associated with disasters have also risen during the same period at a seemingly exponential rate? The complexity of this question requires nothing less than the full integration of research expertise from natural, socio-economic, health and engineering sciences, coupled with socio-economic analysis, understanding the role of communications, and public and political response to reduce risk. Although approaches in the sciences vary, Integrated Research on Disaster Risk (IRDR) is not only multi-disciplinary but will also approach issues of natural and human-induced hazards and disasters from several perspectives – from hazards to disasters and also from human exposures and vulnerabilities back to hazards. The research objectives of IRDR will be attained through successful projects that will lead to better understanding of hazards, vulnerability and risk and an enhanced capacity to model and project risk into the future; to the understanding of decision-making choices that lead to risk and how they may be influenced; and how this knowledge can better lead to disaster risk reduction. By way of this enhanced capacity and a shift in strategic approaches, there will be a reduction in loss of life, fewer people adversely impacted, and wiser investments and choices made by civil society, when comparable events occur. This session will look at the understanding of issues associated with integrated research on disaster risk and recognize the importance and introduce the various research projects that are being implemented to better understand disaster risk and facilitate the reduction of the disaster risk. The FORIN TEMPLATE for Forensic Investigations of Disasters is intended to be more than a guide for “case studies” in a narrow scholarly or scientific sense. The objective is to dig more deeply into the causes of disasters in an integrated, comprehensive, transparent, and investigative or forensic style. The intent of the FORIN programme is that the studies will be designed from the outset to be policy relevant and will aim to provide policy options and evidence-based prescriptions and alternatives. Ad2. This session will look at emergency and crisis management in China. It will illustrate the complexities but also show how China is working to improve the system. A case study on the 2010 ZhouQu landslide that killed 1700 people will be looked at. Stručný životopis přednášející: Dr. Jane E. Rovins, CEM, FPEM is Executive Director for Integrated Research on Disaster Risk (IRDR). Previously, she worked in the private sector promoting risk reduction, mitigation planning and providing emergency management training; was a Professor for American Military University in the Emergency and Disaster Management Department; and as a consultant for emergency and disaster management groups throughout Asia, Latin American and Africa. Her specialties are disaster risk reduction, program management, planning, organizational development and education. She is CEM Commission Chair for Asia/Oceania for the IAEM. She was Scholarship Commission Chairman and was President of the Natural Hazard Mitigation Association. She is a member of numerous emergency management organizations and advisory boards. She holds a Ph.D. in International Development (Tulane University Law School) and a Master’s degree in International Health and Complex Emergencies (Tulane University School of Public Health and Tropical Medicine).
