A shared identity is a necessary step for European citizenship and for the EU to be sustainable. (Lehning, 2001; Navracsics, 2016). At the same time, creation of a common identity strong enough has not been successful. Proposed solutions for this problem have included mobility programs like Erasmus, increased communication and awareness about the EU and its functions, promoting language learning, and practical inclusions of EU nationals into the processes of the EU (European commission, 2017). This policy paper will focus on proposals aimed at the inclusion of people who do not move between EU countries. Review of proposals, strategies and their analysis will be conducted through strategic papers of the European Union, existing research on European citizenship and identity, and official communications of EU officials and institutions. After an overview of possible solutions, analysis of chosen proposals will be presented and recommendations given according to them.
